A. 
All work or materials required in grading, paving or otherwise improving or maintaining any public street or public way, or any private street or way open to public use, shall be performed or furnished in accordance with the standards established by the City Council.
B. 
The City Council adopts by reference and establishes as the standards for all such improvements of public streets or ways, and private streets or ways open to public use, those certain standards designated as "Standard Specifications for Public Works Construction" (standard specifications), as written and promulgated by Public Works Standards, Inc. and published by Building News, and as the same is revised from time to time. Three copies of those standards have been deposited in the office of the City Clerk, and they shall be at all times maintained by the Clerk for use and examination by the public.
C. 
All streets and street easements offered for public use in the City, by designation on any final tract map or otherwise, shall be improved in accordance with such standard street specifications.

A. 
No deviation from the standards established by Section 12.04.010, where applicable, shall be made by any person or agency, except by express consent of the City Council, or of the City Engineer, or of such other person or agency as shall be authorized by resolution of the City Council to consent to such deviation.
B. 
Any consent to deviate from the standards established by Section 12.04.010 shall be limited to such matters as shall be expressly set forth in a resolution, ordinance or minute order of the City Council, or in a written document signed by the person authorized to consent to such deviation. No blanket deviation from the standards established by Section 12.04.010 may be granted, other than by ordinance, and, except as specified in the resolution, ordinance, minute order or written document consenting to particular deviations, the standards established by Section 12.04.010 shall be followed.
