There is created for the city a department of community services and recreation.

The department of community services and recreation shall be under the supervision of the director of community services and recreation, whose office is created. The director of community services and recreation shall have the duty of supervising those divisions within the jurisdiction of the department of community services and recreation and such other duties in connection therewith as provided for by the laws of the state, ordinances and/or resolutions of the city council, or as the city council may from time to time direct.

A.
The parks and recreation commission shall consist of five members, all of whom shall be residents of the city of Westminster and over eighteen years of age. Each member of the city council shall appoint one of the five commissioners, who shall serve at the pleasure of the member of the city council who appointed said commissioner, and of the council as a whole.
B.
Each school district that serves the city shall be invited to designate a representative from its staff to participate with the parks and recreation commission, in an advisory capacity, to provide liaison and technical coordination in areas of mutual interest.

Commissioners shall be appointed to the parks and recreation commission for a term of two years, the term to expire on the date of the first meeting of the city council following the certification of each regular municipal election, or until the expiration of the term of the council member who appointed said commissioner, whichever event is the first to occur; provided, however, that a member shall continue in office until the appointment of his or her successor. Any member of the commission may be appointed to any number of successive terms.
B.
A member of the parks and recreation commission may be discharged from his or her position and duties at any time and without cause by the council member who appointed said commissioner, or by majority vote of the city council. Absence from three consecutive meetings without the reasonable consent of the parks and recreation commission shall be deemed the resignation of such member and the position shall be vacant until a new appointment is made.

The commission shall elect a chairperson and a vice-chairperson from among its members following the initial appointment of the commission members by the mayor and city council members, which normally occurs in January after the municipal election within the city. In the month of January of each year, or at the first meeting thereafter at which the commission convenes, the first order of business on the agenda shall be for the commission to elect a new chair member and vice-chair member. The office of chair member and vice-chair member shall be held for one year, with a maximum of two consecutive terms, with the proviso that a new chair member and/or vice-chair member is willing to serve in that capacity. In the event of the chair member's resignation or removal, the commission is to elect another chair member for the unexpired term. Either officer can be removed by a majority vote of the entire commission.
B.
All members shall have voting privileges and shall constitute part of the quorum. All designated school district representatives shall advise and consult with the parks and recreation commission on an equivalent basis with the city's department of community services and recreation staff.

The parks and recreation commission shall meet on the second Tuesday of odd-numbered months throughout the year, and as directed by the city council. The parks and recreation commission shall have the following powers and duties:

Matters pertaining to the acquisition and development of parks, recreational, cultural and human services facilities;
B.
The beautification and improvement of the environment of the city;
C.
The promotion of cultural arts within the city;
D.
To plan and coordinate all activities and human service needs and programs for the community;
E.
To solicit to the fullest extent possible the cooperation of the school authorities and public and private agencies interest in youth program activities;
F.
Perform such other duties as may be prescribed by the city council.

Each member of the commission shall receive fifty dollars compensation for each attendance at a regular or adjourned meeting of the commission, providing that such compensation shall not exceed one hundred dollars in any one calendar month.
