The following words and phrases, whenever used in this title shall be construed as defined in this chapter, unless from the context a different meaning is intended.

"Apartment" means a room or suite of rooms in an apartment house or dwelling occupied, or intended or designed for human habitation, by one family.

"Family" means an individual or two or more persons living together in compliance with the occupancy limits of Section 503(b) of the Uniform Housing Code, or any successor provision thereto as adopted by the city, as a domestic unit in a relationship based upon birth, marriage, or other domestic bond of social, economic, and psychological commitment to each other.

"Apartment house" means any building occupied or designed, built or rented for human habitation by three or more families, each respectively living in a room or suite of rooms designed or intended for human habitation by one family, and having cooking facilities within such building or structure available to the occupants of said rooms or suite of rooms.

"Auto and trailer park" means any area or tract of land where space is rented or held out for rent to two or more owners or users of trailer coaches, or tent campers furnishing their own camping equipment, or where free camping is permitted owners or users of trailer coaches or tent camping equipment for the purpose of securing trade or commercial benefits from the owners of such coaches or camping equipment.

"Auto court and resort" means any area, place or tract of land where two or more single-family dwellings, or a building containing two or more apartments designed, used or intended wholly or in part for the accommodation of transients, are located and offered for hire, rent or lease by any person.

"Hotel" means any building or portion thereof in which there are six or more guest rooms where transient occupancy with or without meals is provided to overnight guests for periods of thirty or fewer consecutive calendar days for compensation, and where no provision is made for cooking in any individual room or suite. Hotel shall include lodging houses and rooming houses, dormitories, Turkish baths, bachelor hotels, studio hotels, public and private clubs, and any such building of any similar nature so occupied, designed, or intended to be occupied. "Hotel" may include a building in which there is one apartment for use by the resident manager, but it shall not include jails, hospitals, asylums, sanitariums, orphanages, prisons, detention homes, and similar buildings where human beings are housed or detained under legal restraint or for care or treatment.

"Motel" means a group of attached or detached buildings in which there are individual sleeping units which provide transient occupancy for periods of thirty days or fewer consecutive calendar days to overnight guests for compensation, where a majority of such units open individually and directly to the outside, and where a garage is attached or a parking space is conveniently located to each unit. Motel includes auto courts, motor lodges, motor courts, tourist courts, automobile courts, and automobile camps, and may include one apartment for use by the resident manager.

"Transient occupancy" means occupancy for sleeping purposes in a guest room for periods of thirty or fewer consecutive calendar days.

"Mobile home park" means any area or tract of land where one or more mobile home lots are rented or leased or held out for rent or lease to accommodate mobile homes used for human habitation, and includes mobile home accommodation structures. The rental paid for any such mobile home shall be deemed to include rental for the lot it occupies.

"Closed mobile home park" means a mobile home park having as a condition of the rental or lease of a mobile home lot, the purchase of a mobile home or mobile home accommodation structures by the proposed lessee from the proposed lessor or his agent or business associate.

"Nudist camp" means and includes any place within the city used by persons of the same sex or of the opposite sex, or by both, for the purpose of maintaining themselves or appearing in the presence of one another without wearing any clothes, or for the purpose of exhibiting themselves without clothes to other persons.

"Public place" means and includes, but is not limited to, any street, park, restaurant, cafe, theater, store, building, playground, school ground, recreational area or other place to which the public is invited or has access, or any place open to the public view.

"Automatic checkout system" means an electronic or memory system employing a scanning device combined with a computer and register to read a universal product code or similar code on packaging and display and total the cost of the items purchased.

"Consumer commodity" means:
A. 
Food, including all material whether solid, liquid, or mixed, and whether simple or compound, which is used or intended for consumption by human beings or domestic animals normally kept as house-hold pets, and all substances or ingredients added to any such material for any purpose. This definition shall not apply to individual packages of cigarettes or individual cigars;
B. 
Paper and plastic products, such as, but not limited to, napkins, facial tissues, toilet tissues, foil wrapping, plastic wrapping, paper toweling, and disposable plates and cups;
C. 
Detergents, soaps, and other cleaning agents;
D. 
Pharmaceuticals, including non-prescription drugs, bandages, hygiene products, and toiletries.

"Grocery department" means an area within a general retail merchandise store which is engaged primarily in the retail sale of packaged food, rather than food prepared for immediate consumption on or off the premises.

"Grocery store" means a store engaged primarily in the retail sale of packaged food, rather than food prepared for consumption on the premises.

"Person" means an individual, firm, corporation, partnership, association, or other organization, group or combination acting as a unit.

"Entertainment" means that which engages the attention agreeably, amuses or diverts, whether in private, as by conversation, music or other manner, or in public, by performances, conversation, music or other manner.

"Escort" means any person who, for pecuniary compensation:
A. 
Escorts, accompanies or consorts with another person to, from or about social affairs, entertainments, places of public assembly or places of amusement located or situated within the City of Westminster.
B. 
Escorts, accompanies or consorts with another person in or about any place of public or private resort or within any private quarters located or situated within the City of Westminster.
C. 
Escorts, accompanies or consorts with another person in or about any business or commercial establishment, or part or portion thereof, located or situated within the City of Westminster.

"Escort bureau" means any business, agency or self-employed or independent escort who, for pecuniary compensation, furnishes or offers to furnish escorts within the City of Westminster.

"Established place of business" means the place where any person, firm or corporation conducts any retail or other business establishment having a permanent address and being regularly open for business from day to day during ordinary business hours.

"Interlocutrix" means any person who engages in conversation, meditation or communication of any nature while nude in a rap session establishment.

"Introductory service" means a service offered or performed within the city of Westminster by any person for pecuniary compensation, the principal purpose of which is to aid persons to become socially acquainted or to otherwise assist persons to meet for social purposes, or which service is generally known or should be known by the offering or performing party to be used by the recipients thereof for the purpose of obtaining information about other persons to be used for social purposes.

"Profit interest" means any interest or share in the present or prospective profit of any escort bureau or introductory service.

"Public baths" means any public place where there is given steam baths, electric light baths, electric tub baths, shower baths, sponge baths, sunbaths, mineral baths, vapor baths, Russian, Swedish or Turkish baths or any other type of baths, fomentations, alcohol rubs or any other types of rubs or giving salt glows or similar type of therapy; any public bathing place which has in connection therewith a steam room, dry hot room, plunge, shower bath or sleeping accommodations.
