The ordinance codified in this chapter establishes a pay parking zone, parking fees applicable to the zone, and regulations applicable to parking zones.

The Civic Center area located within the following boundaries is established as a pay parking zone.
A. 
Southern boundary of Westminster Boulevard; Northern boundary of City Hall Building and Orange County Superior Court West Justice Center Building;
B. 
Western boundary of Jackson Street;
C. 
Eastern boundary of All America Way.

No person shall park, cause, or permit to be parked a vehicle in any pay parking zone unless he or she has paid the posted parking fee and displayed the receipt reflecting payment on the vehicle.

No person shall park, cause, or permit a vehicle to remain parked in any pay parking space during any time when the pay and display machine and/or pay and display receipt indicates that no portion remains of the period of time for which payment has been made; or beyond the maximum time limit for parking in such space by virtue of the provisions of this article or other provisions of this code.

A vehicle may be parked and remain parked in a pay parking space without payment in the pay parking receptacle during hours other than those designed by resolution of the mayor and city council as hours during which such payment is required.

Temporary utilization of parking spaces located in the pay parking zones operated by the city, without the deposit of payment or for a period of time longer than the maximum time limit of such parking space, may be granted by the city upon application for such permission. Upon receiving permission, the person shall place a city issued temporary permit or seasonal pass to be clearly displayed in the vehicle.

The parking rates and hours of operation for pay parking spaces located in off-street parking facilities operated by the city shall be set forth by council resolution and shall at all times be displayed in the pay parking zone.

Any person unintentionally violating any provision of this chapter by reason of a mechanical failure of the pay and display system not caused by such person is not guilty of a violation of this article upon establishing such fact.

No person shall deposit or cause to be deposited in any pay parking receptacle, any slug, device or unaccepted payment material, or to deface, injure, tamper with, open, or wilfully break, destroy, or impair the usefulness of any pay and display system.
