It shall be unlawful for any person to park any vehicle or place any object in any fire lane, clearly designated as such in accordance with Section 10.86.020 or park or place any object, obstruction or vehicle in or on or across an established or designated exit driveway, alleyway or access road whether public or private in such manner so as to impede the movement of any emergency vehicle or emergency equipment in the event of fire, earthquake or other emergency.
This prohibition applies to, but is not limited to, off-street parking facilities located in areas such as shopping centers, malls, schools, condominiums, apartment buildings, industrial/commercial complexes, restaurants, theatres, churches or any other places which are held open for the common public use.
Any vehicle parked or any object placed in a fire lane or any of the aforementioned areas shall be subject to immediate removal and storage, pursuant to law. This section shall not be construed so as to prevent the removal and storage of any vehicle or object prior to the actual occurrence of any emergency.

In those areas designated by fire department personnel as designated fire lanes, owners of properties identified in Section 10.86.010 shall:
A. 
Identify the designated fire lanes by the erection of a fire lane sign, or identify the designated fire lanes by the erection of a fire lane sign in addition to — but not solely by — the painting of red paint upon the curb marking fire lanes.
B. 
Erect the fire lane sign(s) and/or paint the curb red in conformance with city specifications and approvals.
C. 
Maintain the fire lane sign(s) and/or painted red curb markings in accordance with city requirements.
In those public use areas identified, but not limited to, in Section 10.86.010, where authorized vehicular parking areas have been designated:
A.
Vehicles parked or left standing in any area not marked as an authorized vehicular parking area shall be deemed to be improperly parked and subject to immediate removal and storage. No vehicle may be removed unless signs are posted giving notice of the removal.
B.
All authorized vehicular parking areas shall be constructed and marked in accordance with city specifications and approvals.
