No person shall use any public sidewalk, or that space between the public sidewalks and curb or curbway commonly known as parking, or that space between the private property line and roadway which has been dedicated or irrevocably offered for dedication, or to which a deed of easement has been granted to the city or country as a public street, road or highway, or any part thereof, for displaying, for sale or for any other purpose, any goods or articles; or leave any goods, boxes, trunks, barrels or any containers or any other articles in said area or areas, as hereinabove described, for a longer time than is necessary for the removal thereof from or to the place of business or residence or transporting vehicle to which same is intended to be moved; provided, that this chapter shall not apply to building projections or fixtures otherwise regulated by ordinance.

Notwithstanding any other provisions of this chapter, it is unlawful to place trash or other articles to be disposed of, property contained, in the prohibited areas described in Section 12.16.010, subject to the restrictions set forth in Section 12.16.030.

No person shall place trash or other articles to be disposed of on the public right-of-way as described in Section 12.16.010, unless properly contained so that trash and debris do not become scattered on the public right-of-way; provided, that no person shall place trash or other articles to be disposed of on such public right-of-way, as described in Section 12.16.010, before six p.m. on the day before the regularly scheduled pickup day of such trash or other articles to be disposed of. No person shall leave any trash containers or other articles to be disposed of on the public right-of-way after eleven fifty-nine p.m. on the day the containers are emptied. Trash or garbage cans, bins, boxes or other such containers must be stored in such a way as to not be visible from any highway, as that term is defined in Section 8.20.020(G), on other than regularly scheduled pick up days.

It is unlawful for any person, firm or corporation to deposit, drain, wash, allow to run or divert into or upon any public road, highway, street or alley, drainage ditch, storm drain or flood-control channel owned or controlled by any public agency within the city any water, mud, sand, oil or petroleum.
