As used in this title, the following words shall have the meanings ascribed to them in this chapter.

"Apartments" means any independent dwelling unit designed to be rented and occupied by one family in a building or buildings containing three or more such dwelling units. For the purposes of this chapter, each apartment shall be considered as a one-unit occupancy.

"Customer" means an individual or agency of record receiving water service from the Westminster municipal water department.

"Domestic service" means provision of water for household residential purposes, including water for sprinkling lawns, gardens and shrubbery, watering livestock, washing vehicles and other similar and customary purposes.

"Service connection" includes the tapping connection, the pipe, valves and other facilities by means of which water is conducted from the distribution main to the meter.

"Single-family dwelling" means a building, or part thereof, designed to be independently occupied by not more than one family and their nonpaying guests. For the purposes of this title, each single-family dwelling, whether standing alone or part of a duplex, shall be considered as a one-unit occupancy.

"Temporary service" means a service for circuses, bazaars, fairs, construction work, irrigation of vacant property and similar uses that, because of their nature, will not be used permanently.

"Trailer space" is any area or site within a park designated or used for occupancy of one mobile home, travel trailer, trailer coach or camp car. For the purposes of this title, each trailer space in any mobile home park shall be considered a one-unit occupancy.
