It is unlawful for any person to open any fire hydrant, street hydrant, stopcock, gate or valve; or to remove or interfere in any manner with any street water service, meter box, water connection, or any water meter attached to any service pipe connected with the water mains; or to bypass or make connection around the meter between the service and the main; or to turn on or off water mains or water pipes of the city; or to tap, break or injure any water main or water pipe of the city or any reservoir of the city; or to tap any water service pipe, or take, draw or receive water from any water main, pipe or hydrant of the city without first obtaining a permit and paying the established water rental therefor; or in any way to trespass upon the public property of the water system.

No person, firm or corporation shall waste, cause, permit or allow to be wasted any water in any cooling system, ornamental fountain, or other device of any kind whatsoever; nor shall such person, firm or corporation fail, refuse or neglect to recirculate said water through such cooling system, ornamental fountain or other device. Further, it is unlawful for any person, firm or corporation to cause, permit or allow any water furnished through the facilities of the water system to be wasted in any manner whatsoever.

Any person who, as owner or occupant of any premises, fails, refuses or neglects to maintain said premises with plumbing of such character and quality as to prevent the wasting of water shall, five days after being serviced by the city, by written notice, of such intention, have all water service discontinued pending necessary repair.
