It shall be unlawful to sell, possess, or consume any alcoholic beverage in and upon the premises of the Edwin A. Hovas Memorial Park, located within the city. Provided, however, the sale, possession, and/or consumption of alcoholic beverages may be temporarily permitted by the city council within such park for and during city-sponsored events or festivals.

The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Alcoholic beverage
means alcohol, or any beverage containing more than one-half of one percent of alcohol by volume, which is capable of use for beverage purposes, either alone or when diluted.
City-sponsored event
means an event wholly or partially sponsored by the city.

Any person violating the provisions of this division shall be deemed to be guilty of a misdemeanor, and shall, upon conviction, be punished as provided in section 1-13. Each violation shall constitute a separate offense.
