From and after the effective date of the ordinance from which
this division is derived, it shall be unlawful to sell, possess or
consume any alcoholic beverages in and upon the premises of the Brookshire
Convention Center, provided, however, that if authorization has previously
been obtained from the city council which will allow a lessee of the
Brookshire Convention Center to serve alcoholic beverages to its invitees
and guests, then the consumption of alcoholic beverages is lawful
by such persons.
