It shall be unlawful for any animal to be tied, staked, or tethered within the city on a tether shorter than ten feet (10') or with a weighted line or chain. It shall be unlawful for any animal to be tied, staked, or tethered upon any open or unfenced lot or land within the city so that the animal so tied, staked, or tethered could get on, across or within ten feet (10') of any street, park, or other public land, or within ten feet (10') of any sidewalk, public pass way, or building. If found in violation of this section, such animal so tied, staked, or tethered upon an open or unfenced lot shall be considered dangerous to the public in general and declared a nuisance, and shall be impounded as any other animal found running at-large.
