The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Streets, highways, city streets and public highways
are synonymous as used in this article.

The city council finds that interior city streets can sustain 8,000 pounds carried on any one axle and 18,000 pounds carried on any two axles, and any weights in excess of these limits will begin to tear down and damage interior city streets.

The mayor and director of public works are authorized to purchase and install all signs to effectuate this article.

(a) 
No person shall load, or advise to be loaded, a vehicle for operation on the public streets with intent to violate the provisions of this article. Intent to violate this article is presumed if the loaded vehicle exceeds the applicable gross vehicular weight limit by five percent or more, or if the cumulative length is in excess of that allowed by this article.
(b) 
This article shall not apply to the parking or standing of vehicles for the purpose of expeditiously loading or unloading passengers, freight, or merchandise.
