The F-R district is intended to be an area of low density, transitory use. It is designed to provide forest recreation and outdoor experiences for county residents and tourists at the same time providing protection of natural resources under private ownership, e.g., wildlife habitat, watershed maintenance, viewshed, minimize fire hazards, and scenic resources. These are areas where public services are not available and are not to be provided on a year-round basis.
