No person shall conduct any type of going-out-of-business, closing-out, auditor's or moving sale, or any other type of sale advertised in a manner calculated to convey to the public the belief that upon completion of the sale or the disposal of the goods to be placed on sale, the business being conducted at the location of the sale will cease, be removed, or discontinued; nor shall any person conduct any sale of goods damaged by fire, smoke, water, or similar disaster without having first obtained a permit to do so from the Business Services Coordinator. This section, however, shall not apply to any sales conducted by public officers acting pursuant to an order of a court.
