For the purposes of establishing and designating the official grades of the streets, alleys and public places, and for other purposes, the datum plane, as a permanent bench mark, is designated and established as a horizontal plane to correspond to the United States Coast and Geodetic Survey sea level datum by changing the City datum plane of zero elevation being 100 feet below the top of a cement post which stands 66.4 feet due west of the intersection of East Chapman Avenue and the east border of the Plaza Square to the United States Coast and Geodetic Survey elevation corresponding to the City elevation of 100 feet is 187.70 feet.
