There is created in the county a department of general services.

The department of general services shall be responsible for the various necessary functions concerning the county-owned facility and property maintenance and management, document solutions, records management, procurement and fleet operations, as directed by the board of supervisors and the county executive.

The duties and services to be furnished and performed by the department of general services shall include the following:
A. 
Maintain County Property. Administer the care and maintenance of all county buildings and grounds that are under the jurisdiction of the board of supervisors and county executive. Administer oversight of the county museums and veterans memorial halls.
B. 
Property Management and Acquisition Services. Coordinate, plan, and administer the property management services, for county-owned and operated facilities and property, including the Placer County Government Center. Perform acquisition sale or leasing services for county-owned facilities and property or acquisition or leasing of privately owned facilities and properties as directed by the board of supervisors and county executive.
C. 
Supervise Public Facility Capital Improvement Program. Supervise and direct the activities of the pubic (county-owned) facility capital improvement program, including the design, inspection and coordination of new county building construction, as directed by the board of supervisors and county executive.
D. 
Building Maintenance. Provide essential cleaning, repair and maintenance of county-owned and operated facilities.
E. 
Document Solutions. Provide printing, graphic design, document storage, mail services county-wide.
F. 
Records Management. Provide record retention and management to protect vital records, historically valuable records, and legally mandated records.
G. 
Procurement. Provide purchasing services to all county departments for the procurement of materials, equipment, and services and as directed by the board of supervisors and county executive.
H. 
Fleet Operations. Administer the operation of county equipment garage and car pool.
I. 
Perform Other Services as Directed. Perform any and all other services of a department of general services nature that may be ordered by the board of supervisors and county executive.

A. 
Qualifications. The director of general services shall be a person who has had broad and considerable experience in the administration and operation of general services-type functions.
B. 
Reports Directly to County Executive. The director of general services shall report directly to the county executive in all administrative matters and shall be under the control of the county executive and through the county executive to the board of supervisors.
C. 
Powers and Duties—Generally. The director shall administer the department and carry out the general policies of the board in conformity with the estimate of expenditures fixed in the budget as finally adopted by the board as/or thereafter revised by appropriate action of the board.
D. 
Powers and Duties—Employment of Assistants. The director shall employ such assistants and employees as may be necessary in conformity with the budget and county policies and procedures with respect to personnel and subject to the approval of the board of the salary or other compensation to be paid.
E. 
Powers and Duties—Supervision of Personnel. The director shall have sole supervision and jurisdiction over personnel and over the assignments of personnel engaged in department work.
F. 
Powers and Duties—Rental and Purchases of Equipment. The director may purchase, lease, or hire such equipment as may be necessary to perform the necessary functions of the department in conformity with the budget and policies of the county with respect to purchase and rentals and subject to approval of the board as to price and rental.
G. 
Alternative Leasing and Licensing Procedure. This alternative procedure is prescribed for the leasing or licensing of any real property belonging to, leased by, or licensed by the county as permitted by California Government Code Section 25537.

As an alternative to the leasing and licensing procedure required by Government Code Sections 25526 to 25535, inclusive, for the leasing or licensing of any real property belonging to, leased by, or licensed by the county, the board of supervisors may either accept the highest proposal for the proposed lease or license submitted in response to a call for bids posted in at least three public places for not less than 15 days and published for not less than two weeks in a newspaper of general circulation, if the newspaper is published in the county, or reject all bids.

Leases or licenses of a duration not exceeding 10 years and having an estimated monthly rental not exceeding $10,000, may be excluded from the bidding procedure specified in subsection (G)(1), except that notice shall be given pursuant to California Government Code Section 6061, posted in the office of the clerk of the board of supervisors, and if the lease or license involves residential property, notice shall be given to the housing sponsors, as defined by Sections 50074 and 50074.5 of the Health and Safety Code. The notice shall describe the property proposed to be leased or licensed, the terms of the lease or license, the location where offers to lease or license the property will be accepted, the location where leases or licenses will be executed, and any county officer authorized to execute the lease or license. If a lease or license is excluded from the bidding procedure, the actual monthly rental in the executed lease or license may not exceed $10,000, the term of the executed lease or license shall not exceed 10 years, and the lease or license is not renewable.

The board of supervisors authorizes the director of general services or designee to execute leases or licenses pursuant to this subsection G.
a. 
The director of general services' authority granted by this section is effective through June 13, 2030.
b. 
The director of general services, or designee, shall provide a notice to the supervisorial district office in which the property proposed to be leased or licensed is located at least five working days prior to execution of the lease or license. The notice shall describe the property proposed to be leased or licensed, the terms and conditions of the lease or license, and the name of the proposed tenant or licensee. If the supervisorial district office has not responded in writing objecting to the proposed lease or license within five working days after the notice has been provided, the proposed lease or license shall be deemed approved by the district office. If the supervisorial district office objects to the proposed lease or license in writing within five working days, the lease or license may be submitted for approval by the board of supervisors at a regular meeting.
4. 
Notice pursuant to this subsection shall also be mailed or delivered at least 15 days prior to accepting offers to lease or license pursuant to this subsection to any person who has filed a written request for notice with either the clerk of the board or the director of general services, or designee. The county may charge a fee that is reasonably related to the costs of providing this service and the county may require each request to be annually renewed. The notice shall describe the property proposed to be leased or licensed, the terms of the lease or license, the location where offers to lease or license the property will be accepted, the location where leases or licenses will be executed, and any county officer authorized to execute the lease or license.
