There is established in the county a "safety board." This board shall be an advisory board to the board of supervisors.

The safety board shall be composed of eight members, appointed by the county executive with the concurrence of the board of supervisors.
A. 
The sheriff's office shall have a standing member appointed from the management staff, with the rank of lieutenant or above.
B. 
The department of public works shall have a standing member appointed from the management staff.
C. 
Two members from other county departments shall be appointed on a calendar-year basis. These members shall be from management staff. These members may be reappointed at the conclusion of their current term. the board of supervisors may choose to appoint one of its members in this category.
D. 
The county counsel's office shall have as a standing member the claims investigator.
E. 
Two members from employee organizations which represent county employees.
F. 
The county executive's office shall have a standing member appointed from the management staff.
G. 
County safety coordinator (nonvoting) secretary.
Such officers shall receive no extra compensation and serve at the pleasure of the board of supervisors.

Any officer named in Section 2.48.020 may designate an alternate to act as a member of the safety board in place or stead to all intents and purposes as though the primary member were personally present. This includes the right of the alternate to participate in the proceedings of the board and to vote upon any and all matters. Any alternate appointed must meet the same membership qualifications as the primary member.

The safety board shall.
A. 
Meet regularly, but not less than quarterly;
B. 
Prepare and make available to the affected employees written records of the safety and health issues discussed at the safety board meetings and maintain such records for review by the Division of Industrial Safety (CAL/OSHA) upon request;
C. 
Review investigations of occupation accidents and causes of incidents resulting in occupational injury, occupation illness, or exposure to hazardous substances and, where appropriate, submit suggestions to management for the prevention of future incidents;
D. 
Review investigation of alleged hazardous conditions brought to the attention of any committee member. When determined necessary, the safety board may conduct its own inspection and investigation to assist in remedial solutions;
E. 
Evaluate employee safety suggestions; and
F. 
Upon request from the Division of Industrial Safety (CAL/OSHA), verify abatement action taken by the department to abate citations issued by the Division of Industrial Safety (CAL/OSHA).

The safety coordinator shall serve as secretary to the safety board without voting privileges and shall keep minutes of all meetings. Secretary shall perform all administrative duties as are necessary to the functioning of the safety board with assistance from the safety board in the discharge of his or her duties.
