There is created in the county a library advisory board.

The library advisory board shall advise and make recommendations to the board of supervisors and the Placer County librarian concerning policies and procedures for operation of the county free library system.

The Placer County librarian shall be secretary to, but not a member of, such board. The librarian shall keep minutes of all meetings and perform such other duties as shall be assigned.

The library advisory board shall consist of eight members, two of whom shall be appointed by the Auburn city council and six of whom shall be appointed as provided by Section 2.40.010, except that one member to be appointed shall be a resident of District 5 and residing in the North Lake Tahoe Region of the county of Placer, and one member to be appointed shall be a resident of District 5 and not residing in the North Lake Tahoe Region of the county of Placer.

The library advisory board shall be legally constituted and have jurisdiction to proceed to act upon the appointment of the members thereof as hereinabove stated and evidenced by an order of the board of supervisors duly entered upon the minutes of such board.

The term of office of each member of the library advisory board appointed by the board shall be as provided by Section 2.40.010.

All members of the library advisory board shall serve without compensation. The members of the board shall receive their actual and necessary traveling expenses to and from the place of meeting of the board and while traveling in connection with the business of the board.

A regular meeting schedule will be set by the board based on business need plus such additional meetings as may be called by the chairperson of the board, with a minimum of two meetings per year.
