The county agricultural commission, to consist of nine members, not officials of the county, shall be appointed by the chairperson of the board of supervisors with the approval of the board of supervisors, selected as follows:
A. 
One representative of the timber industry.
B. 
One representative of the livestock industry.
C. 
One representative of the fruit and nut farming industry.
D. 
One representative of the field crop—rice farming industry.
E. 
One representative of the winery or farm brewery industry.
F. 
One representative of the citrus industry.
G. 
One representative of the small farm industry.
H. 
One representative of the foothill farm industry.
I. 
One representative of the nursery industry.

The county agricultural commission shall be legally constituted and have jurisdiction to proceed to act upon the appointment of the members thereof as hereinabove stated and evidenced by an order of the board of supervisors duly entered upon the minutes of such board.

The terms of office of each member shall be as provided by Section 2.40.010.
Commission members shall classify themselves by lot so that the terms of office of two members is one year, of two members two years, of two members three years and of one member four years. Members serve until the appointment and qualification of their successor. Any member, even though he or she serves for a term, may be removed by the appointing authority without cause. A vacancy is filled only for the unexpired term.

Meetings will be held at least one time a quarter and more frequently as determined by the commission up to a maximum of 12 meetings a year. The meetings will be held at a time and place as set by the chair of the commission but that the meeting shall be at a time and place accessible to the public. The meetings shall be noticed as required by law.

Members of the commission shall receive $40 per meeting attended; actual and necessary expenses incidental to the proper execution of their duties, and such necessary traveling and other official expenditures necessitated by their official duties as shall be approved by the board of supervisors.

The county agricultural commissioner shall provide staff services for the commission in the conduct of its business as hereinafter designated.

The commission shall have the following powers and duties as herein set forth:
A. 
Act and be an advisory body to and for the board of supervisors on all matters pertaining to agriculture.
B. 
Advise board on budgetary items concerning:
1. 
Agricultural commissioner.
2. 
Farm advisor.
C. 
Advise the board and county departments of the effect and utilization of county resources in the following areas:
1. 
Land uses.
2. 
Tax structures.
3. 
Road plans.
4. 
Water.
D. 
Advise the board of procedures and techniques requiring legislative or policy actions that will encourage and promote agricultural activities that are conducive to the continued well being of the county.
E. 
Formulate and recommend to the board general policies related to the purposes of the commission, and adopt by-laws subject to the approval of the board as the commission may require to facilitate the work of the commission.
