The county parks commission shall be legally constituted and have jurisdiction to proceed to act as provided by law upon the appointment of the members thereof as hereinabove stated and evidenced by an order of the board of supervisors duly entered in the minutes of such board and upon each of such member's taking and filing his oath of office as provided by law.

There shall be at least one regular meeting of the parks commission every other calendar month, plus such additional meetings as may be called by the chairperson of the commission. Meetings may be postponed at the discretion of the chairperson.

Members of the commission may receive $30 per meeting attended, with a maximum limit on compensation for 18 meetings per county fiscal year; actual and necessary expenses incidental to the proper execution of their duties and responsibilities, and such necessary traveling and other official expenditures necessitated by their official duties as shall be approved by the board of supervisors.

The commission may adopt bylaws as it deems necessary for the public use of recreational and park property and facilities within the county of Placer, provided that such bylaws are directed toward the improvement, management, and preservation of the property and facilities.
