There is created and established pursuant to the provisions of Section 880 to Section 893, inclusive, of the Welfare and Institutions Code, a juvenile treatment center in and for the county of Placer, state of California. Said center shall be known as the Placer County juvenile treatment center, and may be designated in court orders and other official documents as "treatment center."

The internal affairs of the treatment center shall be under the management and control of the probation department. The treatment center shall be under the charge of a superintendent who shall be selected and appointed under civil service regulations by the chief probation officer, and subject to confirmation by the board of supervisors.

All other personnel at such treatment center are subject to civil service regulations and shall be selected and appointed by the chief probation officer subject to confirmation by the board of supervisors.

All juveniles committed and placed in the treatment center shall be paid a wage for the work they do in such sums as the board of supervisors may from time to time determine by resolution, provided until the board of supervisors takes such action hereunder, the wage of the juveniles in the treatment center for the work they do shall be one dollar ($1.00) per day and shall be subject to the provisions of Section 884 of the Welfare and Institutions Code provided, however, that each child shall be charged for the clothing supplied by the treatment center authorities.
