The purpose of this chapter is to regulate businesses and other enterprises within the unincorporated area of the county in order to insure compliance with county ordinances and state laws, and protect the public health, safety and welfare. Nothing in this chapter shall be so construed to impair any rights that have heretofore accrued under any former law or ordinance. Such regulation fees are authorized pursuant to Section 460 of the California Business and Professions Code.

All ordinances and county laws heretofore enacted, which are in conflict, express or implied, with this chapter are repealed, provided that such repeal shall not be a bar to the collection of any license fee accrued and payable thereunder at the time of the effective date of this chapter. All licenses issued under prior ordinances and laws shall be valid until their expiration date.
