The purpose of this article is to establish those businesses and/or employees that require a permit prior to the commencement of operation. Permits are issued for businesses that do not require the approval of all departments regularly required in approving general business licenses and special business licenses.

All applications for a permit shall be filed with the tax collector. The tax collector shall collect the required fee for the application as specified in Section 5.08.030, assure the application is complete and forward the application to the sheriff's department for processing, investigation and approval if required. If the permit is denied, the applicant will be informed in writing and advised of his or her right to appeal.

A. 
Upon approval by the tax collector and sheriff if required, the permit will be issued to the applicant. All permits are issued by the tax collector with the exception of cardroom dealer permits which are issued by the sheriff and whose fee is determined by the sheriff's department.
B. 
A permit will not be issued if any of the following conditions exist:
1. 
The issuance of such a permit would be detrimental to the public's health, safety or welfare;
2. 
The applicant has been convicted of a felony or a crime involving moral corruption;
3. 
The applicant has made a wilfully false statement on his or her application;
4. 
There exists grounds for refusal under Section 5.08.200;
5. 
The applicant has failed to comply with applicable state requirements.

The sheriff shall have the authority summarily to suspend any permit issued under this section if he or she has reasonable cause to believe that there are grounds for revocation under Section 5.08.210.

Additional fees may be required of business permit applicants for those applications that need approval by the sheriff's department.

A. 
Each card dealer of a cardroom must obtain a permit prior to dealing in a cardroom.
B. 
Approval Process. Permit applicants are investigated by the sheriff's department prior to the issuance of a permit. Once approved by the sheriff a permit will be issued by the sheriff's department.
C. 
Transfer of Dealer's Business Permit. A dealer's permit shall only be valid for the establishment shown and the individual named on the face of the permit. However, a dealer may at any time surrender his or her permit and secure a new permit for any other establishment holding a special business license to operate a cardroom. Such permits shall be issued on request and without the payment of fee and without the necessity of further investigation or hearing and shall continue to the original expiration date.

Snow chain installer applicants must first receive approval from the California Department of Transportation (Caltrans) before a permit application will be accepted by the tax collector. All approved applicants for snow chain installers are issued permits on a designated day specified by the tax collector prior to the winter season.

A. 
For purposes of this section, the following terms shall have the following meanings:
"Peddler"
means any hawker, vendor or other person who goes from house to house, business to business, place to place, or in or along the streets within the county selling or offering for sale and immediate delivery, any goods, wares, merchandise or any item or service of value in his possession to persons other than manufacturers, wholesalers, or retailers in such commodities.
"Solicitor"
means a person engaged in soliciting, canvassing or taking orders from house to house, or from place to place, or by telephone or any other means of communication, for goods, wares, merchandise or service to be delivered in the future; including manufacturing or repairing any article for future delivery, or for subscriptions to periodicals or tickets of admission to entertainment or memberships in any clubs.
B. 
Every person who peddles or solicits door-to-door orders or subscriptions for merchandise or contributions for nonprofit organizations, whether in the form of direct donation, sale of merchandise or other item, shall obtain a business permit. A separate permit shall be obtained for each employee, solicitor or peddler (even though employed by the same employer). Solicitors and peddlers who are required to have a permit are required to exhibit the permit at the request of any citizen. Applicants must receive approval from the county sheriff.

A. 
Every person driving a taxicab in the unincorporated area of the county is required to have a business permit.
B. 
Driver's Business Permit. The following conditions apply to driver's business permit:
1. 
The permit shall state the driver's name and the name of the employer, if different.
2. 
The permit shall become void upon termination of employment.
3. 
The employer shall notify the county upon termination of employment, or no later than five calendar days.
4. 
The driver shall return the permit to the county upon termination of employment, or no later than five calendar days.
C. 
In order to secure a permit for driving a taxicab, applicants must meet the following requirements:
1. 
Be 21 years of age;
2. 
Possess a valid motor vehicle license issued by the state of California;
3. 
Have no convictions for reckless driving or driving while under the influence of intoxicating liquor or narcotics; and
4. 
Pass a mandatory controlled substance and alcohol screening test.
D. 
Mandatory Drug and Alcohol Testing. Upon issuance or renewal of a permit, all applicants are required to provide proof of passing a mandatory controlled substance and alcohol screening test in compliance with California Government Code Section 53075.5. Drivers shall test negative for each of these controlled substances and for alcohol as a condition of licensing or renewal. If such person tests positive, he or she will not be reinstated as a driver and a permit will not be issued until requirements for rehabilitation, and return-to-duty and follow-up testing are completed.
A test in one jurisdiction shall be accepted as meeting the same requirement of any other jurisdiction. All test results are confidential and shall not be released without the consent of the driver, except as authorized or required by law.
E. 
The requirements of California Government Code 53075.5 shall be met by all taxicab drivers holding business permits.

A. 
Every beautician or barber operating from a licensed beauty salon or barbershop who is not an employee of the beauty salon or barbershop is required to have a business license permit.
B. 
Beautician and barber includes any one offering the following services: cosmetology, esthetician services, facials, skin therapy, or any other skin treatment or care, hairstyling, hairdressing, haircutting, hair coloring, hair removal or any other hair care, manicures, pedicures or any other nail care.
