It is unlawful for any person to keep or store, or permit the keeping or storing of, within any building or upon any premises, street or place in any village or town in the county outside the corporate limits of any incorporated city or town in the county, any gasoline, benzine, naphtha or hydrocarbon liquids which will flash or emit an inflammable vapor at a temperature below 110 degrees Fahrenheit, in quantities of more than five gallons, within 100 feet of any building of any other person, without first procuring from the board of supervisors a permit for such keeping or storing.
