The sheriff and designees are responsible for enforcing restrictions described in Section 10.12.290. Any legally authorized law enforcement agency, including the sheriff, may cite persons for violations of such parking restrictions, issue parking citations under Vehicle Code Section 22507 et seq., and arrange for the towing away of illegally parked vehicles under Vehicle Code Sections 22651 and 22654.
B.
The director of public works and designees are responsible for enforcing restrictions on county roads generally, including those described in Section 10.12.120, and may enforce parking restrictions on private property as described in Section 10.12.300. The director and designees may enforce parking restrictions on private commercial properties subject to written agreement with the private commercial property owner and the posting of signage informing the public that the private commercial property is subject to enforcement and citation. Such director and designees are empowered to cite persons for violations of such parking restrictions, to issue parking citations under Vehicle Code Section 22507 et seq., and to arrange for the towing away of illegally parked vehicles under Vehicle Code Sections 22651 and 22654. This authority is in addition to the authority conferred under the Streets and Highways Code.
