Each illegally parked vehicle, or vehicle held for 30 days as a result of driving on a suspended or revoked license (Vehicle Code Section 14602.6) which is impounded, shall be subject to the following charges which must be paid prior to release of such vehicle:
A. 
Actual towing and storage charges as specified and authorized in a contractual arrangement between the county of Placer and the persons towing and impounding such vehicle (hereinafter "operator").
B. 
Administrative service fee to reimburse the county of Placer for administrative costs in the amount of $75, payable at the sheriff's department.
The above charges shall be paid to the person or company providing such services to the county at the time such vehicle is released.

A. 
Each person or company collecting charges under Section 10.12.150 shall file a return with the county on or before the last day of the month following the close of any calendar month or at the close of any shorter reporting period which may be established by the director of the department responsible for ordering the towing and impounding of such vehicle.
B. 
Such return shall be on a form specified by the county and shall be accompanied by all receipts collected under Section 10.12.150 for such reporting period.
C. 
All charges collected by operators pursuant to this part shall be held in trust for the account of the county until payment thereof is made to the county.

A. 
Any operator who fails to remit any charges collected within the time required shall pay a penalty of 10% of the amount of the charges in addition to the amount of the charges.
B. 
Any operator who fails to remit any delinquent remittance on or before a period of 30 days following the date on which the remittance first becomes delinquent shall pay a second delinquency penalty of 10% in addition to the amount of the charges and the 10% penalty first imposed.
C. 
In addition to the penalties imposed, any operator who fails to remit any charges and penalties shall pay interest at the rate of one and one-half percent per month, or fraction thereof, on the amount of the tax from the date on which the remittance first becomes delinquent until paid.

A. 
It shall be the duty of each operator to keep and preserve for a period of three years all records as may be necessary to determine the amount of such charges as he may have been liable to collect and pay to the county.
B. 
The administering department shall have the right at all reasonable times to inspect all books and records of the operator pertaining to such charges.
