Each cemetery district, public or private, in the county of Placer, shall perform such maintenance in such cemetery or cemeteries as is reasonably necessary to protect the public health, safety and welfare.

Such maintenance shall include, but shall not necessarily be limited to, the following:
Removal or repair of coping which appears unsightly or appears to create a hazard, due to deterioration.
