A. 
No person shall park any vehicle on a public street, highway or alley within the City between the hours of 4:00 a.m. and 6:00 a.m. from November 15 to April 1, except as otherwise provided in this article.
B. 
Except as otherwise provided in this article, no person shall park any vehicle between the hours of 4:00 a.m. and 6:00 a.m. at any time during the year in any municipal parking lot.
C. 
Daytime parking may be regulated by traffic control order as determined by the City Administrator.
Overnight parking shall be permitted on a limited basis and be restricted to designated areas of municipal parking lots as determined by the City Administrator with the following terms and conditions:
A. 
Overnight parking permits shall only be issued to individuals residing or owning dwelling units located within the Central Business District.
B. 
Overnight parking permits shall only be issued following the submission of an application on a form approved by the City.
C. 
Overnight parking permits shall be issued for twelve-month terms.
D. 
Only motorized passenger vehicles with current City permits may park overnight in the designated portions of designated parking lots.
E. 
No vehicle shall be parked, without movement, in any overnight permit spaces parking lot in excess of 72 continuous hours.
A. 
Any person who violates any provision of this article shall be responsible for a civil infraction and shall be subject to the fines and actual costs provided for in Chapter 35, Municipal Civil Infractions, of this Code.
B. 
Continued violation of the provisions of this code could result in towing of the vehicle. All costs associated with such action will be the responsibility of the vehicle owner.
