The city treasurer is hereby designated to be the director of finance and information systems. Notwithstanding any provisions of the municipal code or other documents of the city to the contrary, wherever the words "city treasurer," "treasurer," or "treasurer/controller" are used, they shall mean the director of finance and information systems.
