Whenever the city council, by resolution or ordinance, establishes the manner and location in which refuse and/or material to be recycled shall be placed in the public street for collection, refuse and/or material to be recycled shall not be placed on the public street or right-of-way in any other manner nor at any other location except that prescribed.
