Following an initial study and a finding that a negative declaration may be prepared the CEQA administrator shall prepare a negative declaration and provide for its public review as follows.

A negative declaration shall include the following:
Following completion of a negative declaration, a copy shall be sent to each responsible trustee agency involved with the project, every public agency having jurisdiction by law, the project sponsor, and to all organizations and individuals who have requested such notice. Notice shall include the projected or actual date of public hearing and a deadline for a written comment for the approving body's consideration.
For matters requiring public hearing, public notice shall be included in the public hearing notice on the matter under consideration for concurrent consideration.
For matters not requiring public hearing, public notice shall be given that a negative declaration is to be considered at a meeting prior to, but not later than, the meeting at which project approval or other authorization is to be given.
Public notice shall normally be by publication in a newspaper of general circulation in the city, except that alternative or additional notice may be given pursuant to CEQA guidelines Section 15072.
Prior to approval of a project, the decision making body shall consider the negative declaration and any public comments and approve the negative declaration if they find that there is no substantial evidence that the project will have a significant effect on the environment.
Following project approval the CEQA administrator shall file a notice of determination (CEQA guidelines Appendix D) with the Contra Costa county clerk and, if discretionary approval from a state agency is required, with the State Office of Planning and Research.

A negative declaration for a private project shall be completed and ready for approval within one hundred five days from the date the project application was certified as complete except that the city may suspend the running of the time period or may disapprove the project in the event of unreasonable delay by the project sponsor in meeting requests by the city (CEQA guidelines Section 15107).
