Additional officers as the Council deems necessary shall be appointed and may be removed by a majority vote of the entire Council.
The Council must authorize the compensation of city officers and employees as part of its approval of the annual city budget.
The Council by resolution will determine the rules governing recruitment, selection, promotion, transfer, demotion, suspension, layoff, and dismissal of city employees based on merit and fitness.
