As used in this chapter:
"Lot"
means a parcel of land which has been created by either partitioning or subdivision.
"Owner(s)"
means the fee title owner(s) or if the lot is being sold on contract, the contract vendee(s).
"Street"
includes all public streets, highways, roads, throughways and all private roads or private easements which are used by two or more property owners for motor vehicular access to the respective property owner's property, and connect to a public street.
"Structure"
means a single-family residence, each half of a duplex, or the entire building in cases where the building provides three or more residences; and each separate building which provides space for commercial or industrial operations on a lot.

The names of the streets within the City limits shall be as set forth and designated on the map, marked Exhibit "A" attached to the ordinance codified in this chapter and incorporated herein as if set out in full. Any existing street names inconsistent with the names designated on the attached map are amended to conform with the name set forth on the map. The City Recorder is authorized to assign names to private streets created after the effective date of the ordinance codified in this chapter.

All lots within the City limits shall be designated by the number indicated on the attached map identifying the lot. The City Recorder is authorized to assign new numbers to all new structures or lots hereinafter constructed within the City.
All persons hereafter obtaining permits for the construction of new residences or structures within the City shall, at the time of obtaining the permit, also obtain from the City Recorder the street number to be assigned to the new residence or structure.

The owner shall place numbers upon all structures now erected, which, by this chapter, are required to be numbered, within four months after this chapter is effective; and upon all structures erected hereafter, which are required by this chapter to be numbered, within one month after completion of the structure. Motels, apartments, cabins, camps, etc., shall be assigned a number for the main building or office, and all other living units within the group shall be assigned individual numbers or letters by the owner.

A. 
Numbers shall be located at a place conspicuous from the abutting street. If the structure can be observed from the street, it is recommended that the numbers be attached to the structure. If the structure is not visible from the street, the numbers shall be located in a place conspicuous from the street.
B. 
Numbers shall be either painted on the structure, or made of metal, glass or other material that will not rust or corrode.
C. 
Numbers shall be not less than four inches high and two and one-half (2.5) inches wide.
