Any development proposal pursuant to the Planned Development Overlay District and primary zoning designation shall be subject to first receiving approval of a development plan through a Planned Development permit, in conformance with the provisions of Chapter
12-25 PD Planned Development Overlay District. The decision making body may approve project development plans with modified setback, height, landscaping and parking provisions of this title on a case-by-case basis subject to the situational context of the project site to allow flexibility for development in order to achieve superior design and community benefit.
