There is created a parks and community events commission for the city. It shall consist of five members, serving without compensation, appointed in the manner and for the terms prescribed in Section 2.06.010 of this code.

Designation of chairpersons for the commission shall be governed by Section 2.06.020 of this code. The commission shall be authorized to appoint and fix the membership of such number of standing and temporary committees as it may find expedient for the performance of its duties. The city manager may appoint an executive secretary and other staff and provide such compensation for their services as may be authorized by the city council and by the annual city budget of expenditures.

Meetings of the parks and community events commission shall be held as necessary to fulfill the commission's duties at such time and place as shall be fixed by the commission. A majority of the existing appointed members of the commission shall be considered a quorum for the transaction of business. The commission may establish such rules and regulations as it deems necessary for the conduct of its business. In matters relating to holding and conducting regular and special meetings, the commission shall be bound by the provisions of the Ralph M. Brown Act of the state (Government Code Section 54950 et seq.), as it may be amended.

The commission shall function in an advisory role to the city council, and to the city manager and community services staff, as appropriate. To fulfill this role, the commission shall have, among others which hereafter may be delegated by the city council, the following responsibilities:
A. 
To assess the social, recreational and educational needs of the community;
B. 
To assist in the development and implementation and ongoing evaluation of a master plan for parks and recreation;
C. 
To advise the city council and city staff on the development, marketing and evaluation of parks and recreation programs and on community events to meet the needs of the community;
D. 
To submit, prior to December 1st of each year, annual priorities and requests to the city council for review;
E. 
To assist on a volunteer basis with community events, and to recruit additional volunteers for such events and related functions;
F. 
To assist the city council on other matters relating to parks and recreation as requested.
