The commission shall function in an advisory role to the city council, and to the city manager and community services staff, as appropriate. To fulfill this role, the commission shall have, among others which hereafter may be delegated by the city council, the following responsibilities:
A. To assess the social, recreational and educational needs of the community;
B. To assist in the development and implementation and ongoing evaluation of a master plan for parks and recreation;
C. To advise the city council and city staff on the development, marketing and evaluation of parks and recreation programs and on community events to meet the needs of the community;
D. To submit, prior to December 1st of each year, annual priorities and requests to the city council for review;
E. To assist on a volunteer basis with community events, and to recruit additional volunteers for such events and related functions;
F. To assist the city council on other matters relating to parks and recreation as requested.
