No person owning or harboring any dog within the city, although licensed, shall allow it to run or be at large within the city so that it does or may run with other dogs in pairs or packs of two or more. Any dog so running at large is declared to be a public nuisance, whether licensed or not, and the poundmaster is directed to abate such nuisance as soon as reported by impounding such dog or dogs.

No person owning or harboring any greyhound, wolfhound or other dog of a predatory nature within the limits of the city shall allow or permit such dog, whether licensed or not, to be upon the public streets or sidewalks, or in the public parks or any public place within the city, except when muzzled and held under leash by an ablebodied person.

No person owning or harboring any dog shall allow or permit such dog, whether licensed or not, to be upon private property of others without the property owner's consent, nor shall such person allow or permit such dog, whether licensed or not, to be upon a public street or sidewalk or in any public place except when held under leash by an able-bodied person. Said leash shall not exceed six feet in length.

It is unlawful for any person to permit any female dog to run at large when in heat. Any female dog so running at large is declared a public nuisance, whether licensed or not, and the poundmaster is directed to abate any such nuisance, as soon as reported, by impounding such dog.

No person shall harbor, own or keep any vicious dog within the city. A vicious dog is any dog which, when unprovoked and off the property of the owner or keeper of the dog, on one or more occasions, bites a person causing severe injury or kills a person. Vicious dog also includes any dog which, when unprovoked and off the property of the owner or keeper of the dog, on two or more separate occasions within a thirty-six-month period, has killed or inflicted injury by attacking or biting a domestic animal, engages in behavior that requires a defensive action by any person to prevent bodily injury, or has bitten a person causing less than severe injury. Severe injury means any physical injury to a person that results in muscle tears or disfiguring lacerations or requires multiple sutures or corrective or cosmetic surgery. The poundmaster is directed to impound such dog or dogs pending the direction of the court. The person found in violation of this section shall be held personally liable to the city for the related administrative costs incurred by the city to abate the vicious dog. The city reserves its right to use any other legal remedies to collect costs or damages.
