No person shall drive or ride any horse or other animal upon any public highway or thoroughfare within the city beyond a moderate gait, or in such manner as to endanger the safety of persons on such highways or thoroughfares. No person shall at any time drive or ride any horse or other animal upon any sidewalk, park, schoolground or parkway of any street, highway or thoroughfare within the city; provided, that the foregoing prohibition shall not apply to the driving or riding of such animals upon designated riding trails located within parks.
