The public safety committee ("committee") is hereby established for the city of Palm Desert ("city"). The provisions set forth in Chapter 2.34 of this code shall apply to this committee, except as otherwise required by state law. If there is any conflict between this chapter and Chapter 2.34 of this code, the provisions of this chapter shall control.

The purpose of the public safety committee is to act as an advisory committee to the city council, and to evaluate any public safety issues within the community brought to the committee's attention by the city council, city staff, or residents and to make recommendations to the city council.

A. 
The public safety committee shall be comprised of seven regular members.
B. 
The membership shall ideally consist of the following:
1. 
One member who has a law enforcement background;
2. 
One member who has a fire protection background;
3. 
One member who represents the retail business community;
4. 
Four members who represent the community at large.

The public safety committee may hold meetings every other month at a date, time, and place as set by committee resolution or minute order.

The public safety committee shall have the following responsibilities:
A. 
Serve as liaison between the community leaders, citizens, and the public safety officials;
B. 
Review plans, policies, budgets, and proposals for greater efficiency and effectiveness in the area of public safety;
C. 
Provide annual oversight of the city's contracts for public safety;
D. 
Seek out and evaluate innovative program development for potential implementation in the city of Palm Desert;
E. 
Make recommendations to the city council on programs to provide the highest quality of service possible to community members and business owners and operators;
F. 
Periodically review the city's disaster preparedness program;
G. 
Review and recommend to the city council ordinances to protect the safety of the community;
H. 
Prepare and make recommendations to the city council on general public safety issues; and
I. 
Perform other functions as the city council may request or as may be imposed by law.
