A homelessness task force ("task force") is hereby established for the city of Palm Desert ("city"). The provisions set forth in Chapter 2.34 of this code shall apply to this task force, except as otherwise required by state law. If there is any conflict between the provisions of this chapter and those in Chapter 2.34 of this code, the provisions of this chapter will control.

The purpose of the homelessness task force is to review various services and coordinated efforts to address homelessness and, when necessary, advise the city council of the same. Additionally, the task force shall discuss business and community needs and effects due to the impacts of homelessness.

The homelessness task force shall be composed of seven members. The members shall include two members of the business community, two community members (one of which will have lived homelessness experience), one member at-large, the chair of the public safety commission and the chair of the housing commission or their designees appointed annually. Business members, community members, and any member at-large shall serve four-year terms. Business members may reside outside of Palm Desert; however, their businesses must be located in Palm Desert. Two city council members appointed by the mayor shall serve as liaisons to the task force.

The homelessness task force may hold bimonthly regular meetings at a date, time, and place as set by task force resolution or minute order.
