1) 
The City of Stockton shall proclaim certain periods of time and recognize individuals and/or organizations for their outstanding performance. The City shall adhere to the policy set forth below to respond to numerous requests received by the Mayor and City Council for the issuance of proclamations, gifts, and awards.
2) 
Requests for proclamations, certificates or plaques from City Councilmembers, City Departments, residents, and local organizations must be submitted to the Mayor's Office or City Manager's Office as appropriate by at least two weeks in advance of the time period for which they seek recognition. Requests should specify:
i) 
Reason why recognition should be granted; and
ii) 
Historical information that will assist the Mayor, City Council or City Manager in arriving at a decision.
3) 
Requests for plaques, gifts or awards, to visiting officials/dignitaries, elected officials, individuals or organizations (except to City employees), shall be approved by the Mayor or City Council. In the event a decision is unfavorable, the person requesting will be afforded an appeal process before a Review Panel consisting of the Mayor, Chairperson of the Legislation/Environmental Committee and a Councilmember as designated by the Mayor.
Requests for plaques, gifts or awards to City employees shall be approved by the City Manager. Notwithstanding any other provisions of this policy, Councilmembers upon leaving office at the conclusion of their terms, shall be allowed to select as a recognition award, one of the items of the Councilmember's choice from among the full range of items above (Procedure #8), available to the longest serving City employee.

The Mayor or Mayor's designee will either present the Proclamation or Certificate at the City Council meeting or at a special occasion as requested. Copies of all Proclamations will be provided to the Mayor, City Council, News Media, City Clerk, City Attorney, and City Manager. A summary sheet outlining the particulars of the event will be given to the Mayor and/or Mayor's designee when Proclamations or Certificates are presented at a function.
Proclamations
2) 
A proclamation is an official decree awarded to local residents, organizations, dignitaries, members of the Council, and Boards/Commissions for special service to the City of Stockton.
3) 
All requests for proclamations are subject to approval of the Mayor.
4) 
Should the Mayor's decision be unfavorable on City Council requests, a panel of three City Councilmembers consisting of the Mayor, Chairperson of the Legislation/Environmental Committee and Councilmember making the request shall review the Mayor's decision.
Certificates
5) 
Certifications of Appreciation or Recognition are awarded at the discretion of the Mayor and/or City Council to honor City employees or other individuals for special services rendered to the City of Stockton.
6) 
All requests for certificates shall be approved by the Mayor or City Council. In the event a decision is unfavorable, the person requesting will be afforded an appeal process before a Review Panel consisting of the Mayor, Chairperson of the Legislation/Environmental Committee and a Councilmember as designated by the Mayor.
Plaques, Gifts, or Awards
7) 
Plaques, gifts or awards are awarded at the discretion of the Mayor or City Council to visiting officials/dignitaries, elected officials, individuals or organizations, or at the discretion of the City Manager to current or retiring City employees to commemorate an event or outstanding accomplishment/contribution.
8) 
Gifts or awards shall consist of the following or comparable items listed below:
i) 
Key to the City;
ii) 
Wooden pen/pencil set;
iii) 
Gift packs symbolic of the City of Stockton/County of San Joaquin;
iv) 
City of Stockton stick/lapel pin;
v) 
City of Stockton pens/pencils;
vi) 
Hardcover book -"Stockton-Heart of the Valley";
vii) 
Key ring with City seal;
viii) 
Plaques;
ix) 
City retirement/distinguished service program awards/gifts;
x) 
Other awards or gifts of comparable distinction as approved by the appropriate official pursuant to Policy #3 above.
Mayor
Review requests for proclamations as well as review requests for certificates, plaques, gifts or awards.
Participate in the appeal process for unfavorable decisions to these requests.
Present or designate another individual to present proclamations or certificates at the City Council meeting or at a special occasion as requested.
City Council
Review requests for certificates and requests for plaques, gifts or awards except to City employees.
Participate in the appeal process for unfavorable decisions to requests of certificates, plaques, gifts or awards as designated by the Mayor.
City Manager
Review requests for plaques, gifts or awards to City employees.
