The increasing urbanization and intensified use of various unincorporated areas of Stanislaus County makes it necessary and proper that to provide for the protection of the public health, safety and welfare, urban service areas be created for the application therein of special laws, rules and regulations. Urban service areas may be designated and delineated from time to time by resolution of the board of supervisors after public hearing. Notice of such public hearing shall be preceded by at least ten days' notice published in the manner prescribed by Government Code Sections 6060 and 6061.
