There is hereby established and there shall be maintained a secondary school in connection with the juvenile hall of the county for the education of the children in the juvenile hall, pursuant to Section 856 of the Welfare and Institutions Code of the state.

Said school shall be maintained by the board of education of the City of Modesto, the governing board of the Modesto High School District, in which said juvenile hall is situated pursuant to Division 2, Part 1, Chapter 2, Article 14 of the Welfare and Institutions Code of the state.
