The county planning commission shall consist of nine members, none of whom shall be an officer or employee of the county.

A. 
Members of the planning commission shall be appointed by the board of supervisors. Approval of each member shall be by a majority vote of the board of supervisors. Vacancies shall be filled by appointment for unexpired portion of the term. Members are limited to a two-term limit of four years each and may continue to serve at the pleasure of the board of supervisors until their respective successors are appointed and qualified.
B. 
Members of the board of supervisors representing Districts 1, 2 and 5, shall each have two appointments to the planning commission. Members of the board of supervisors representing Districts 3 and 4 shall each have one appointment to the planning commission. Members of the board of supervisors representing Districts 3 and 4 shall have one additional appointment between them, which shall be alternated every four years.

A chair and a vice-chair shall be elected by the planning commission from among the members, and each shall serve for a term of one year.

The planning commission shall hold regular meetings as needed each month and shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, which shall be a public record.

The planning commission shall perform the duties of the advisory agency with respect to subdivisions as provided in the Subdivision Map Act of the state.

A. 
At least two members of the planning commission and one member-at-large from the community shall perform the functions and duties of the hearing board with respect to the abatement of public nuisance, housing violations, administrative citations and appeals as set forth in Chapters 2.92 and 16.25 of this code, as provided in subdivision (h) of Government Code Section 25845.
The planning commissioners who serve on the hearing board shall be appointed to the hearing board by the chair of the planning commission, and can include the chair. The planning commissioners may rotate as members of the hearing board twice each year with one rotation occurring prior to the first meeting in January and another rotation occurring prior to the first meeting in July.
The member-at-large shall be appointed to a four-year term and serve at the pleasure of the board of supervisors. The member-at-large may serve up to two consecutive four-year terms.
B. 
The "Rules and Regulations" of the hearing board shall be submitted to the board of supervisors for approval.
C. 
Each member of the nuisance abatement hearing board shall be entitled to receive compensation for his or her attendance at hearings of the nuisance abatement hearing board at a rate fixed by the board of supervisors. The amount fixed by the board of supervisors shall be inclusive of travel expenses to and from a usual place of business to the place of meeting of the nuisance abatement hearing board. The board of supervisors may approve additional compensation for attendance at a special hearing, event, training or workshop.

Each member of the planning commission shall be entitled to receive compensation for his attendance at meetings of the planning commission as fixed in this title. Each member also shall receive traveling expenses to and from a usual place of business to the place of meeting of the commission or a committee thereof at the rate fixed in this title for reimbursement of traveling expenses of county employees.

In the event any member fails to attend three consecutive regular meetings of the planning commission without valid excuse, approved by the planning commission, the chairman of the board of supervisors shall be notified of that fact by the secretary of the commission. The planning commission shall be empowered to excuse absences, upon the giving of a valid excuse, or grant permission in advance to its members upon valid excuse to not attend a meeting or a reasonable number of meetings. Any member of the planning commission may be removed by the chairman of the board of supervisors subject to the approval of the board, or by a majority vote of the board of supervisors.
