Salary and compensation provisions shall be administered in accordance with the policies and procedures set forth in the personnel manual and as adopted by the board. All salaries shall be paid from the appropriate fund on the warrant of the auditor-controller and shall be in full payment for all services rendered, unless otherwise specifically provided.
