There is hereby ratified and imposed upon every city, special district, school district, community college district, college, or university, a criminal justice administrative fee in the amount of seventy-two dollars and twenty-five cents for men and one hundred two dollars and thirty-four cents for women with respect to the booking or other processing of each person arrested by an employee of that city, special district, school district, community college district, college, or university, where the person arrested is brought to a county jail for booking or detention, all as set forth in Resolution No. 91-311 of this board of supervisors.

The fee ratified and imposed in this chapter may be modified by resolution of this board.

The fee imposed by this chapter shall be waived in any and all of the following circumstances:
A. 
"Multi agency arrests," that is, when a joint task force of law enforcement agencies obtain the issuance of a warrant;
B. 
Where one law enforcement agency presents a person for booking on a warrant obtained by another agency;
C. 
Persons remanded to jail by the court; and
D. 
Persons presenting themselves for booking.
