Food and Agricultural Code Section 5202 allows the board of supervisors of any county to establish a schedule of fees for any or all classes of certificates to be paid by shippers that request such certificates.

As used in this section "certificate" means the certification issued by a commissioner, deputy commissioner, or inspector of the pest condition or treatment of any shipment of plants, including a phytosanitary certificate required by applicable federal law for the export of plants and plant products. Certification includes such inspections as may be necessary to determine the facts which are required by the state or country of intended destination.

Various types of certificates are required for the export of agricultural commodities to other countries and states. Foreign countries and states have established plant quarantine regulations which exporters of agricultural products are required to meet. In order to verify compliance with quarantines, growers and exporters are required to utilize phytosanitary certificates issued upon inspection by the agricultural commissioner.

The schedule of fees for inspection or certification shall be based upon the approximate cost of the inspection.
