Vehicle Code Section 21113 prohibits traffic upon County owned roadways except with the permission of, and upon and subject to any condition or regulation which may be imposed by the board of supervisors.

Public traffic is allowed upon county-owned and operated sanitary landfill roadways, subject to the following conditions and regulations:
A. 
The county may at any time and for any reason close all or a portion of county-owned and operated sanitary landfill roadways. It is unlawful and constitutes a misdemeanor for any person to enter into a closed area, or to remain in the area after the roadway has been closed.
B. 
It is unlawful and constitutes a misdemeanor for any person to operate a motor vehicle in excess of twenty-five miles per hour, or, if otherwise posted, in excess of the posted speed limit.
C. 
All persons driving on county-owned and operated sanitary landfill roadways shall abide by all provisions of the Vehicle Code.
D. 
All provisions of the Vehicle Code relating to traffic upon the highways shall be applicable to county-owned and operated sanitary landfill roadways.

The California Highway Patrol and other peace officers may enforce the provisions of this chapter.
