The City Council consists of five elected members: four Council
members and one Mayor. All powers of the City are vested in the City
Council except as otherwise provided by law, the City Charter, or
this code.

The City Council may establish by resolution or minute order
the time and location of regular meetings of the City Council. Any
regular meeting may be canceled by a vote of the City Council.

The Mayor is the presiding officer at all meetings of the City
Council. The Mayor is the official head of the City for all ceremonial
purposes. The Mayor has the primary but not exclusive responsibility
for interpreting the policies, programs and needs of the City government.
The Mayor advises the City Council on all matters of policy and public
relations and performs such other duties as may be prescribed by the
City Charter, this code, or the City Council.

The City Council appoints the City Manager, City Attorney, and
City Clerk, who, subject to limitations provided by law, serve at
the pleasure of the City Council.
