When used in this chapter:
"City Engineer"
means the person designated by the City Manager to administer this chapter or that person's designee.
"Commission"
means the Public Utilities Commission of the State of California.
"Poles, overhead wires and associated overhead structures"
means poles, towers, supports, wires, conductors, guys, stubs, platforms, crossarms, braces, transformers, insulators, cutouts, switches, communication circuits, appliances, attachments and appurtenances located aboveground within a district and used or are useful in supplying electric, communication or similar or associated service.
"Service connection"
means trenching backfill, surface improvements and any necessary conduit from the property line to the underground sweep at the base of the property owner's termination facility. In those cases where the service conduit enters the property owner's building, the service connection will terminate at that point.
"Underground utility district" or "district"
means an area in the City within which poles, overhead wires, and associated overhead structures are prohibited, which area is established pursuant to and hereafter described in this chapter.
"Utility"
means all persons or entities supplying electric, communication or similar or associated service by means of electrical materials or devices.
